Men between the ages of 18 and 25, inclusive, must register for the draft. On November 11, 1942, Congress approves lowering the draft age to 18 and raising the upper limit to age 37. In September 1940, Congress, by wide margins in both houses, passed the Burke-Wadsworth Within the 18 to 25 year old age group, the Selective Service maintains a certain order in which eligible draftees will be called. This is based on age and, more specifically, birth date. In a draft, men 20 years of age will be drafted first, followed by the ages 21 to 25 and then 18 to 19. They would then proceed to 22-year-olds, then 23-year-olds, then 24 year-olds, then 25-year olds. Finally, if more troops were needed, they would proceed to 19-year-olds, then 18-year-olds. In the event that the military still needed troops, the president and Congress would have to extend the draft age.
